To get a drone licence in Turkey you complete training with the Directorate General of Civil Aviation (SHGM) or an SHGM-approved organisation. Drones are unmanned aerial vehicles (İHA) used for hobby, commercial, agricultural, and industrial work. The licence class depends on how and which aircraft you fly.
A licence is required for safe flight. Training covers flight safety, rules, and operation of your aircraft. For example, flying a DJI Agras T30 needs an agricultural drone licence.

Getting a drone licence
A drone licence proves you have the technical and theoretical knowledge to fly an İHA. You qualify by completing the training. Courses exist to reduce accidents and injuries in flight. Train with SHGM or an SHGM-approved organisation, then create your online SHGM registration. After registration, apply for flight permission before you fly.
Flight permission uses three zone types:
- Green (open) zone: the system grants permission automatically when you apply
- Red (special permission) zone: apply at least 10 business days ahead with a reason, using the İHA Flight Permission Request Form on the SHGM site. SHGM consults the relevant authorities and approves or rejects the request. Flying here without permission attracts an administrative fine
- Permission-required zone: apply at least 5 business days ahead through the İHA Registration System. Flying without permission attracts an administrative fine
Drone licence classes
There are four licence classes: İHA-0, İHA-1, İHA-2, and İHA-3. Your aircraft’s purpose and model set the class you need. A DJI Agras T30, for example, needs İHA-2. Commercial drones fall under İHA-2 and İHA-3. Weight also drives the class:
- İHA-0: aircraft up to 4 kg
- İHA-1: aircraft up to 25 kg
- İHA-2: aircraft up to 150 kg
- İHA-3: aircraft 150 kg and above
İHA-2 and İHA-3 cover drones of 25 kg and above. Commercial use requires that class of licence.
Getting an agricultural drone licence
Agricultural drones run farm operations such as spraying. DJI Agras T10, T20, T30, and T40 serve commercial use, so you need İHA-2 or İHA-3. Take agricultural training from SHGM or an SHGM-authorised organisation. Completing it qualifies you as an agricultural drone pilot.
Drone licence fees
Training fees vary by organisation and aircraft model. Published ranges include about 42–50 USD for a basic licence path, 50–55 USD for İHA-0, 77–80 USD for İHA-1, and up to about 850 USD for İHA-2. You cannot get a licence without completing training. Shark Aviation includes free field training with drones we sell.
SHGM drone licensing
Train with SHGM or an authorised organisation, then register in the İHA Registration System. Anyone who uses, sells, produces, or imports an İHA of 500 g or more must register. After registration you can apply for flight permission. When SHGM approves, you receive a permission document. You must show it if law enforcement asks.
Is a drone licence free?
No. Training is paid, and fees rise with the licence class. İHA-0 and İHA-1 are often used for hobby flying; İHA-2 and İHA-3 support commercial use and cost more. Shark Aviation still provides free on-field practical training with drones we sell.
Advice before you train
Choose the training organisation carefully. Theory and practice from that course keep you in control in flight and protect you, the aircraft, and any commercial property involved. SHGM rules require a licence for drone use; the point of training is correct operation, not only a certificate.
